Principal Technical Advisor, Laboratory Commodity Management

- The Principal Technical Advisor, Laboratory Commodity Management (PTA/LCC) is responsible for leading and managing the Health Commodities and Services Management Program’s (HCSM) technical assistance for laboratory commodity management in Kenya, to ensure the continuous availability of quality laboratory related commodities (for HIV/AIDS, tuberculosis, malaria, reproductive health and overall health).
- S/he works under the supervision of the Deputy Chief of Party to establish and strengthen systems for effective laboratory supply chain management through implementation of interventions at both central and peripheral levels.
- The PTA/LCC serves as the HCSM technical assistance lead to National Public Laboratory Services (NPHLS) and its related organizations (KEMSA, NASCOP,
DOMC, TB), health facilities, partners and other stakeholders. - He/she ensures coordination of laboratory commodity systems strengthening activities at national and regional level in support of the laboratory commodity system by leveraging on partner resources.
Roles & Responsibilities
- Acting as primary liaison for collaborative commodity related activities between Ministry of Medical Services and the Ministry of Public Health and Sanitation, and USAID and US CDC projects, especially CDC/Lab, SCMS, and the APHIA Plus,
- Coordinating and supervising the laboratory advisor by providing technical leadership and strategic direction to strengthen laboratory commodity management especially at the regional and facility level, but also at district and provincial, and linking with national level.
- Collaborating with other stakeholders such as the APHIA Plus and the DHMT to strengthen laboratory supply chain systems at the regional level
- Providing technical and clinical guidance in the development of laboratory data tools, and laboratory commodity management information systems
Qualification and Experience
- The ideal candidate is required to have a Postgraduate degree in laboratory technology, virology, and immunology, medicine. (Masters, M.D. or PhD) will be an added advantage.
- Ten (10) years experience in providing clinical laboratory and/or pharmaceutical services in hospital and /or in primary health care settings is required.
- Strong demonstrated experience in managing and laboratory ordering systems is required.
Experience in designing, implementing, teaching HIV/AIDS treatment and care programs preferred. - Hands-on experience in laboratory testing, and techniques for the diagnosis and monitoring of the following (but not limited to):
HIV/AIDS, TB, Malaria, STIs, and Hepatitis B.
Demonstrated senior level management experience, with the ability to collaborate with other stakeholders.
Experience in implementing or backstopping USAID or NGO-supported projects preferred. - The ideal candidate should have excellent analytical, planning, management, and communication skills. Successful candidate needs to be a strong team player with excellent interpersonal, facilitation, relationship-building, negotiating and influencing skills.
- S/he should work with minimal supervision under tight timelines and be able to travel extensively in Kenya.
Senior Laboratory Systems Strengthening Specialist

- The Senior Laboratory Systems Strengthening Specialist will work under CDC - Strengthening Public Health Laboratory project with a team of public health professionals to strengthen laboratory systems and services in Kenya, with the aim of supporting and improving HIV/AIDS, tuberculosis, and malaria programs.
- He/she will participate in conducting assessments, designing, training, testing, implementing, monitoring and evaluating laboratory and pointof- care diagnostic services and systems.
- He/she will participate in stakeholder technical working groups and meetings that continuously advocate for evidence-based standardization and harmonization of laboratory tests, methods and equipment within the national system.
Qualification and Experience
- The ideal candidate should possess a minimum of Bachelor of Science degree.
- Candidate with an MPH, Masters in Medical Microbiology or related field will have an added advantage. S/he should have at least 7 years relevant professional working experience, 5 years of which must have been in a laboratory management position.
- In addition, applicants should possess significant experience working with the Kenya public health services, preferably with an NGO.
- S/he should be registered with the appropriate regulatory authority such as the Kenya Medical Laboratory Technicians’ and Technologists’ Board (KMLTTB), KMA etc is mandatory.
- In addition, the ideal candidate should have Strong communication skills, including ability to write lucid technical reports and documents required; fluency in Swahili is also required.
Senior TB Technical Advisor

The Senior TB Technical Advisor (Global) is to provide technical assistance aimed at strengthening pharmaceutical systems, supply chain management or pharmaceutical services in developing countries, and providing technical leadership to Global TB initiatives and TB programs in the field.
- S/he supports SIAPS portfolio managers and incountry teams in the development and implementation of technical activities ensuring their adequate contribution to SIAPS results.
- The STA is responsible for the adequate deployment of CPM tools and frameworks and their adequate customization and ownership at the country level.
- S/he works closely with country portfolio teams and national stakeholders to ensure that technical assistance activities are adequately effective and that deliverables are meeting quality standards.
- S/he supports measurement and documentation of portfolio results.
- The STA also contributes and supports CPM and SIAPS capacity building and knowledge exchange plans.
Qualifications and Experience
- The ideal candidate should have a degree in a health-related field; physician, nurse, or pharmacist qualification preferred.
- Specialized training and/or experience relating to pharmaceutical systems, management information systems, supply chain management or pharmaceutical services.
- S/he should have relevant experience in international public health particularly in the implementation of TB prevention, care, and treatment programs, strengthening of National TB programs, and experience with management information systems for TB such as e-TB Manager.
Experience with programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank preferred. - Ability to write lucid technical reports and documents in English is required.
Competence in use of word processing programs required, and experience with spreadsheets and database applications strongly preferred. - Interest in and experience managing and supervising technical staff.
- Proficiency in French, Spanish or Portuguese is desired, as are languages of other USAID-supported countries.
- In addition, S/he should have strong organizational skills with the ability to handle multiple tasks simultaneously;
- Excellent interpersonal skills and ability to work effectively in a team spirit. S/he should have interest and ability to travel internationally 30% of time or more.
