Job Context:
Handicap International
is present in Dadaab refugee camps since 2007 through it
Development Department. It worked on the existing caseload of refugees
in three camps before the recent influx in 2011 on
A) provision and access
to functional rehabilitation as well as day care services/
early intervention, running rehabilitation centers in three camps, and
B) promoting,
facilitating and advocating equal access to humanitarian services via
capacity development and empowerment of refugees with disabilities.
In Garissa, Handicap
International is managing a refugee centre located inside the
Garissa hospital. It is used for the referral of refugee’s patients who
need specific services that are not present in Dadaab.
Activities are funded by
two major donors, UNHCR and BRPM. This project, like most of
the development projects currently being implemented by HI, focuses
particularly on vulnerable individuals and their households, as these
individuals often risk being excluded from assistance efforts and
face additional barriers and challenges to cope and survive given their
original vulnerabilities.
Added to standard
rehabilitation activities, HI aims also to provide mainstreaming support
to IPs at all levels in the humanitarian response to newly and older
refugees in needs of equal access to services.
Job Description:
Goal: Ensure smooth management of the base and implementation of the program
Program implementation and development
- Be in charge of ensuring the quality implementation of activities in Dadaab and Garissa as per the proposal agreements and as agreed with the technical departments.
- Maintain continuous and regular communication with the Program Director, Operational Coordinator and technical advisors as appropriate
- Contribute to preparing plans, proposals and budgets for new projects/extensions of projects in conjunction with the relevant team and Nairobi office.
- Participate to the elaboration of the strategy for Dadaab and Garissa program
- Responsible for human resource management in Dadaab, including re-build confidence and communication between people
Management:
- Maintain good inter-team communications and initiate good team dynamics.
- Ensure all new team members are adequately briefed on arrival in the field, and departing team members are debriefed
- Ensure the development of individual work plan and implement the HI individual performance evaluation system.
Finance/ Logistic
- As a budget holder, ensure that all the financial and logistical procedures are followed
- Produce regular budget forecast
Representation
- In Dadaab, represents HI with external parties, including local authorities communities, UN agencies and NGO stakeholders, other national and international organizations
- Assist to essential coordination meeting
Security
- Ensure the compliance to security procedures
- Produce regular weekly security sitrep
- Proactively monitor the political and security situation in the project areas and respond accordingly
Candidate Profile:
Requirement:
Essential
- Kenyan citizen
- Minimum 8 years’ experience in project management
- Minimum of four years responsibility for project management including budget follow up and control
- Experience of working within the context of emergency relief and in hardship areas
- Past experience working with a humanitarian organization (UN or NGO), working in diverse cultural backgrounds
- Computer literacy in MS office
- Dynamism, high level of motivation
- Capacity to work under pressure and in humanitarian crisis situations
- Good capacity to interact with variety of local stakeholders (teams members, host communities, refugees, etc…)
- Ability to live in difficult conditions (major security constraints, common compound with all staff, restricted movements and limited access to medical facilities).
- Master degree in development, social science, public health or equivalent
- Good organizational skills / capacity to prioritize
Complementary:
- Physiotherapist or occupational therapist or social worker, Humanitarian Emergency or Development studies degree or similar
- University degree Social/Psychosocial or related field
- Knowledge and/or experiences related to Protection issues, Vulnerabilities, disability and Emergency, Psychosocial support, Physical Rehabilitation.
- Experience in developing and implementing trainings
Required Language Skills: English
Job Environment:
The conditions of the post are difficult, in remote and insecure context. Living conditions are difficult, in common compound with majority of the team (national and expatriate), and restricted movements due to insecurity.
Travel out and in Dadaab is by plane or by car, with for some parts, security escorts.
It is foreseen that the successful candidate will have a 2 months handover with the actual Field Coordinator.
