East African Community Agricultural Program Support Specialist Job in Arusha Tanzania
The East African Community (EAC) has received funding for implementation of agriculture and food security activities, Support Programme from USAID. The funding is supporting the development of the EAC SPS protocol to facilitate regional trade through finalizing development of the SPS protocol and development of SPS Act/regulation; enhancing regional access to agricultural inputs, particularly through harmonized regional standards and procedures for the movement and wide availability of seeds, fertilizers, and agro-chemicals; contributing to the development and implementation of the regional CAADP compact and investment plan, in partnership with the broader AU/NEPAD and EAC-COMESA-SADC tripartite process and enhancement of Livestock and Animal health.
The Secretariat intends to use part of the funds to recruit staff for the position of Agricultural Program Support Specialist.

Agricultural Program Support Specialist

Duration of Contract: One (1) year
Station: East African Community (EAC) Headquarters, Arusha, Tanzania
Main purpose of the job
To provide technical support to the implementation of EAC Food Security activities/initiatives in accordance with the EAC Food Security Action Plan.
Duties and responsibilities
1.1 Oversee the implementation of the EAC/USAID Agricultural Support Program (2011-2014) to improve food security in the region;
1.2 Analyze the current policies and regulations limiting cross border trade in agricultural sector;
1.3 Prepare policy briefs related to the improvement of security in the EAC region.
1.4 Assist in the organization and facilitation of relevant technical meetings workshops; and
1.5 Prepare Project progress report and submission through agreed reporting format.
Qualifications and experience:
Post-graduate university degree, in economics, agricultural economics other related disciplines with focus on the areas of policy analysis, trade and marketing.
Working experience of 5 to 7 years of progressively responsible post-graduate experience in implementing policy, trade and markets projects in EAC member countries, analyzing agricultural policy, trade and market related issues; conducting independent research on economic and policy issues related to the agricultural sector.
Skills and Competencies:
Excellent drafting ability, particularly in preparing reports that are clear and concise and intelligible on technical issues; communication skills, both oral and written.
Proficiency in Microsoft office tools and statistical software.
Fluency in oral and written English.
Terms and Conditions of Service
This is a non-established position supported by donor funds whose contract terms and conditions are limited to the availability of funds.
The above position will be subjected to the EAC quota system.
