Expression of Interest (EOI) for Design, Development and Maintenance of Website for Cash Transfer for Orphans and Vulnerable Children (CT-OVC) Programme
This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. WB1203-748 of March 17, 2009.
The Government of Kenya (GoK) has received a credit from the International Development Association (IDA) towards cost of Cash Transfer for Orphans and Vulnerable Children (CT – OVC) Program. Credit No. 4553 – KE Project ID No. P111545.
The CT – OVC Program is implemented by the Department of Children Services of the Ministry of Gender Children and Social Development and Intends to apply part of the proceeds of the credit for payment of services for Design, Development and Maintenance of Website for OVC-CT Programme.
Contract Ref. CQS NO: DCS/C/ 03//05/ FY 2011 – 2012.
In addition to providing a social protection system through regular and predictable cash transfers to families living with OVC to strengthen the capacity of the Households to take care of Orphans and Vulnerable Children, the IDA Credit also provides support for strengthening the systems and capacity of staff and institutions to ensure that there is harmonized, unified, accountable and well targeted approach to identify and support beneficiaries.
Objectives for Development of CT-OVC website
Development of CT-OVC website for better disseminations of information and data base, the portal will give information about the project and its activities, partners, key stakeholders and other information, Monthly/quarterly up-dates of data, based on needs. Ensure accountability and transparency for the project related activities for all its stakeholders.
The Department of Children Services in the Ministry of Gender, Children and Social Development (MGCSD) now invite eligible and qualified firms to indicate their interest in providing the services for Design, Development and Maintenance of website for OVC-CT programme.
Interested Consultants should provide information demonstrating that they have the required qualifications and experience to provide the services.

- Firm’s profiles/brochures.
- Description of similar assignments undertaken and completed within the last five years.
- Availability of appropriate skills among staff.
- Legal and professional status of the Consultancy/firm.
- Official Documents, certificates of registration, certificate of incorporation VAT Registration and PIN Certificate.
- Tax Compliance certificate.
Consultants will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection of Consultants and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006).
A shortlist of qualified organizations for this consultancy will be prepared based on the Expression of Interest submitted and the firms with the most appropriate qualifications and references will be selected.
Interested consultants should submit their Expression of Interest in Plain sealed envelope clearly marked CQS NO: DCS/C/03//05/FY 2011 – 2012: Design, Development and Maintenance of Website for (CT-OVC) Programme and addressed to:-

Submissions shall be delivered to the address above so as to reach on or before April 4, 2012 at 14.30 hrs. The Expression of Interest will be opened thereafter in the presence of the candidates’ representatives’ who choose to attend at Jogoo House ‘’A’’ Taifa Road, West Wing Ground Floor, Room 58.
Interested consultants shall bear all costs associated with the preparation and submission of their EOIs. The Ministry of Gender, Children and Social Development will not be responsible or liable for all those costs. The Ministry of Gender, Children and Social Development reserves the right to accept or reject any or all Expression of Interest either in whole or in part.
Interested consultants may obtain further information from the Procurement office Room No. 41 Ground Floor Jogoo House ‘A’ during normal working hours from Monday to Friday from 08.00 Hrs to 17.00 Hrs except lunch hours 13.00Hrs to 14.00 Hrs.
